The publication "Need and Capacity Assessment of Non-Governmental Organizations in Iran" presents a detailed examination of the challenges, needs, and capacities of NGOs operating in Iran. Conducted between November 2013 and February 2014 by the Volunteer Activists Institute, this research marks the first comprehensive quantitative and qualitative study of Iranian NGOs following an eight-year period of significant repression and confinement.

NGOs have been a part of Iran’s socio-political landscape for over three decades, with significant growth occurring between 1989 and 2003. However, the period following the 2005 presidential election saw increased suppression of civil society organizations, leading to what many refer to as the "winter of NGOs" in Iran. The political climate began to shift after the 2013 presidential election, offering a renewed, though cautious, hope for civil society’s re-emergence.

This report is divided into two main sections. The first focuses on the educational and training needs of NGOs, identifying critical areas such as advocacy skills, fundraising methods, participatory management, social marketing, and good governance. The findings suggest that many Iranian NGOs lack the necessary skills and infrastructure to operate effectively, highlighting a significant need for capacity building in these areas.

The second section assesses the capacity of these organizations, examining their governance strategies, management processes, human resources, financial resources, program performance, and external relations. The study reveals that many NGOs in Iran face challenges such as limited financial resources, inadequate legal and organizational structures, and weak external relations, particularly with international organizations.

The report’s recommendations emphasize the importance of developing tailored capacity-building strategies that reflect the specific needs and conditions of Iranian NGOs. It suggests fostering collaboration networks, enhancing access to information through improved communication systems, and promoting exchange programs between Iranian and international NGOs to build knowledge and capacity.
